Definitely. The key is to find a balance between the two.
Somehow I stumbled onto the Miss Daisy website and began looking at it. For one, I find it very nice to look at and easy to navigate. Despite their odd use of Flash to just display text (which makes no sense to me at all), I really like their site. It does seem though that it is all hand coded (i.e. I can't find any indication of a CMS or other setup and the source seems pretty organized).
http://www.team341.com/index.phpI kinda feel like our website has never gotten to the point where I would want to improve it. It always seem to be in a state where I just want to start all over again (which is pretty much what we have done the past few years).
